"The Naval Committee reported a bill regulating naval pensions:—Also a bill for the distribution of prize money in certain cases. Both bills were referred to the committed of the whole. [The last mentioned bill provides that when any of our armed vessels shall capture an enemy's vessel of equal or superior force, and shall be obliged to destroy the same, the commander and crew shall receive a sum of money equal to the value of one half of such vessel so destroyed. The value to be estimated by commissioners to be appointed by the secretary of the Navy.—]
